I was marveling at why this error pops up, every time I reboot. It's happened enough times now, that I think I figured out why.
When I'm in a session, I rearrange the order of my icons in the Launcher Panel -- add icons -- "Keep in Launcher", et cetera. However, when I reboot, the error pops up, and my Launcher Panel reverts back to the default settings, as if I hadn't made any changes at all, e.g. default install settings.
