Public bug reported:
Binary package hint: gnome-control-center
Changed default keyboard layout to Dvorak.
I try to make this system wide by pressing 'Apply System-Wide'
The authentication dialog comes up but after entering password (tried multiple
times) nothing happens. The button freezes up for a few seconds as if
something is happening then returns to normal. Layout on login screen is still
Qwerty
