Binary package hint: texmaker

First, this should probably be filled in Debian but I have never figured
out how to fill in bugs in their bug tracker.

Second, I know the default now is to install recommends by default so
this is not triggered easily.

However, I think texmaker-data should be a dependency of texmaker.  If
you install texmaker with --no-install-recommends, texmaker-data does
not get installed resulting in no icon for texmaker, no translation and
no manuals. I am not sure that constitutes something that is merely
recommended.
