This isn't a chromium bug. Ambiance specifically requests similar colors
in Ambiance/gtk-2.0/apps/chromium.rc:
ChromeGtkFrame::frame-color = "#3c3b37"
ChromeGtkFrame::inactive-frame-color = lighter ("#3c3b37")
[...]
ChromeGtkFrame::incognito-frame-color = lighter ("#3c3b37")
ChromeGtkFrame::incognito-inactive-frame-color = lighter ("#3c3b37")
(A quick test in ToT chrome where I change incognito-frame-color to
#aaaaaa shows that chrome is respecting incognito-frame-color in
incognito windows.)
