Public bug reported:
Binary package hint: unity
When a window does not have a menu in the top bar (it does not have at
all or it's not integrated, like gksudo apps) the window title should
not be hidden, as the top bar becomes empty, no menu, and no window
title neither, whereas with apps that do have menu, at least the
beginning of the title appears, although faded. The behavior is
inconsistent, thus needs fixing.
