Public bug reported:

Binary package hint: gnome-panel

You used to be able to reorder the items (which represent open windows)
on the lower panel by clicking them and dragging them with the mouse. In
Natty, when using the classic desktop, you no longer can. Clicking one
of the items changes the cursor to a hand, but dragging the hand to a
different position on the panel and releasing the mouse does nothing.

This feature was useful to tell the difference between multiple windows
with the same title. For example, if you have multiple terminal windows
open, you can put them in a specific order so that you know which is
which.

Additionally, if you have many windows open, it can be useful to put
them in a specific order so they are easier to find.
