Correct the problem is two fold. (1) The install CD failed to detect that windows vista was installed. I assume because of this the installer never offered me the option of where to install GRUB. It simply automatically installed GRUB to the MBR, just like it would if you were to run through the install on a system that did not have a preexisting OS.
(2) This one is probably more of a GRUB bug than an os-prober bug. If you chain load the grub loader after the Windows Vista loader GRUB fails to display anything. It is simply a blank screen. As stated it is functional. I assume this means that GRUB simply has a problem reinitializing the video bios. The system in question is a DELL Optiplex GX620 with the ATI X600 SE video board. This implies it will not be fixed as GRUB 0.7 is no longer accepting bug fixes if I recall correctly. As for the other questions. Vista does use NTFS. The partition I used was formatted NTFS. I did not have XP on the machine. The problem is Vista specific.
