James, thank you for taking the time to report this bug and helping to
make Ubuntu better, and apologies for the time it took to finally look
at this bug.

The problem here appears to be that the Python debconf module is
unloadable, either because it doesn't exist (unlikely, since the debconf
package which contains it is pretty essential to the system's operation)
or the Python interpreter can't find it. This is strictly speaking not a
checkbox issue, but let's try to determine what's happening and proceed
from there.

If this is still an issue,  just to confirm, I'd like to ask you to
perform two tests:

1-

Please let me know whether this file exists on your Maverick system:

/usr/lib/python2.6/dist-packages/debconf.py

2-

a- Open a terminal, type "python" and press enter. The first line shows the 
Python version you're running, like this:
Python 2.6.6 (r266:84292, Sep 15 2010, 16:22:56).
b- At the >>> prompt, type "import debconf" and press enter.
c- Let me know whether you immediately get another >>> prompt (indicating the 
module was loaded) or some error message pops up (in which case, please post it 
here). In either case, please also post here the Python version, as indicated 
in point a).
