Thanks for taking the time to submit this bug.

The file which is failing actually ships with debconf.  The code in the
archive does not jive with the error message.  However, a google search
points to http://ubuntuforums.org/archive/index.php/t-1694794.html
which suggests that simply ignoring the error and doing

   sudo dpkg --configure -a && sudo apt-get install -f

should get you past it.  Can you try and confirm whether that works?
