In my case, this feature would solve a far more mundane problem--I often use Skype for chatting, with a USB webcam's microphone for audio. However, being a hotpluggable device, the camera occasionally gets deselected in the Input tab.
If this happens while Skype is running (or if by chance i'm not paying attention to the tab when i launch skype), i previously thought i had to close and restart the entire program just to switch output device--very inconvenient when a call was already started. (I later found out about pavucontrol for this purpose) What would fix this issue for me--without further complicating the UI--would be if changing the device selected in the input or output tab would migrate all the current pulseaudio streams to the new device.
