It's not in /etc/init.d/, but in /etc/rcX.d/ where X is 0, 1, 2, 3, 4,
5, 6.  That's a bug.

- It looks like wifi-radar package doesn't correctly uninstall itself. I
- use Ubuntu 7.04. When I install wifi-radar again login-in works fine.
+ wifi-radar remains in boot-up after removing the package. Disabling it
+ in Boot-Up manager solved the problem, but I still think it should be
+ done automatically by uninstalling script.
