Yes, this issue is valid for all kind of updates. Furthermore, if it your internal policy to enforce security.ubuntu.com for security updates, there should be filed another bug:
1. Use a local mirror server, do not use security updates. 2. Check "security updates". It downloads from security.ubuntu.com. 3. Switch to main server. Switch again to local mirror. 4.
