I had the same problem after upgrading to feisty beta.
For me this problem only exists, if my default display manager is gdm.

So a workaround (not a solution) is to enable kdm as your dsplay manager.
Use    "sudo dpkg-reconfigure kdm"   and select kdm as your display manager.
Make sure that show actions is enabled in the KDE session managers settings 
(see  Mentoro's post).
After that the shutdown, hibernate .. buttons should reappear.
In GNOME all those buttons are shown no matter what display manager you use.
