Update: After extensively screwing around with compiz config options and
then restarting X, the problem is  magically gone.  The weird thing is,
I had restored all of the settings to their original settings.  Afraid
to reboot now.

Update: Disabling window decoration and moving the window with ALT-click
removes the extreme lag, but it is still choppy.

This happens to me too, exactly the same as glazs' video. Disabling vblank sync 
does not fix it, although it does fix other compiz effects (e.g., expo).

Oddly, toggling "enhanced zoom desktop" off and then on again caused a
visible reset of the unity border features, and this fixed the extreme
window choppiness for about a minute, bringing the window redraw rate
during dragging up to about 10fps.   An improvement, but still nowhere
near the ~60fps I had with Ubuntu 10.10.

AMD Phenom(tm) II X6 1045T Processor, 8GB RAM
ATI Radeon HD 5450 using fglrx 8.78.3  
Ubuntu 11.04 amd64, upgraded from 10.10 (not freshly installed).
