Your debconf package, debconf 1.5.36.1, is apparently a version of debconf 
belonging to the Debian squeeze distribution. 
Since this is not a software package provided by the official Ubuntu 
repositories, unfortunately the Ubuntu project can not support or fix this 
particular bug. A system with a mix of Ubuntu and non-Ubuntu packages is likely 
to produce unpredictable results.

Due to this, I need to close this bug as invalid.

As possible solutions to your problem, I can suggest performing a fresh
Ubuntu 11.04 installation, or ensuring that your system doesn't contain
a mix of Ubuntu and non-Ubuntu packages before attempting the upgrade.
