Works fine for me:

spindler@meteor:~$ apt-get
autoclean        check            install          update
autoremove       clean            purge            upgrade
build-dep        dist-upgrade     remove
changelog        dselect-upgrade  source
spindler@meteor:~$ apt-get install
Display all 33497 possibilities? (y or n)
spindler@meteor:~$ lsb_release -c
Codename:       natty

Is there an auto completion file for apt on your system?
$ ls /etc/bash_completion.d/apt
/etc/bash_completion.d/apt
That file is owned by the package bash-completion.
