I am having the same problem as Leif Walsh. There was no such behavior with 10.04. It started when I upgraded (using update-manager) to 10.10, and continues even after upgrading to 11.04.
After resuming and during unlocking the screen, the mouse and everything works fine for a few seconds. Then the whole system seems to freeze for a few seconds. After that, everything works fine. It never happens for me that the mouse and/or keyboard freezes up permanently. I don't use Gnome or NetworkManager, but fvwm2 and wicd. So the problem is likely lower level. I have a Thinkpad Edge 13. The problem doesn't seem to occur if I only suspend briefly (like a minute or so). It mostly seems to occur if it was suspended for a while.
