Sebastian already pointed out that integrating this feature as an
aptdaemon plugin would be the best architecture. This now came up as
part of https://blueprints.launchpad.net/ubuntu/+spec/desktop-o-clean-
up-language-support, so I'll assign this as an oneiric task to me for
now. I'll discuss this in further detail with Sebastian soon.
