This problem has suddenly gone away. I was planning to test using a different distro, but before I did that, I decided to try it with Ubuntu 11.04 one more time. Lo and behold, it worked just fine.
I don't know if there was some system update that fixed this. I have been applying all updates as they become available, but I did not see any updates that looked like they might fix this problem. Anyway, I can now access the USB Mass Storage of the phone.
