I finished trying out the language selection (Ubuntu 11.04) from the
login screen yesterday at work.  This time English is available as an
language selection initially, even though the installation was done in
Chinese (TW), and one can pick the English used in a variety of
locations. Choosing English from the login screen successfully enters
one into an English desktop with English menus.  Logging in again and
choosing Chinese then successfully changes the desktop to a Chinese
environment. One can make the changes repeatedly from the login screen,
and it never fails.

So to sum up: Good news!
