As far as I understand, the Cedet stuff is included with emacs23
starting with version 23.2.  My understanding is that packages which
used to Depends: cedet (or other components from the cedet source
package) need to be updated to Depends: emacs23 (>= 23.2) || old
dependencies.  Adding cedet back to the package archive doesn't make
much sense (although if there is an active maintainer, it might be nice
for people who want a newer version than the one included with emacs23,
like we have for Gnus and some other packages which are similarly
included with Emacs).
