Public bug reported:

When starting a Xfce session ,   all the gtk-based applications are missing 
their menus. 
Java and qt applications are not affected. 

My impression is that maybe the unity "global menu" is somehow active
even within Xfce.   But the menu is nowhere displayed because
,obviously, Xfce doesn't support this feature.

The problem is not present if I log into gnome  (Ubuntu classic). 
I have recently uninstalled Unity.
