There's a script `setup-packaging-environment' in ubuntu-dev-tools that
aims to do this. It should certainly be updated, but that might be a
nice place for someone to start. The maintainers of ubuntu-dev-tools
have been talking about improving it recently as well. I'll reassign
this bug there as that's probably a good place for this script to live.
