I fixed this using the driver from realtek.

Also, it seems the problem does not exist in fedora. Maybe fedora
already has the new drivers, and ubuntu is slow?

At least thats the link that worked for me.  It replaced the r8169
driver with an r8168 one.

One our machines, we had to also delete the r8169.ko file in the
system, and to be safe we blacklisted it and ran dpkg-reconfigure -a
-u
