As far as I know, they were patching the desktop icons of onboard and orca because they did not want the Universal Access menu to be visible on a default installation. But with the new Unity interface, this might change now.
The situation might however be more complex than I anticipated. Setting the NoDisplay flag to false in the desktop file does indeed solve the visibility problem of the onboard icons in dash; but there is another problem: - When onboard is not running, it is possible to drag the onboard icon from dash to the Launcher, and it stays there with the "Keep in Launcher" flag enabled. (I assume that this is how it should be.) - The problem occurs when onboard is running: in this case, it seems not to be possible to drag the onboard icon from dash to the Launcher. Is this behaviour due to the fact, that onboard does not accept focus?
