The following does the trick.  The key is to purge postgresql-common.
   apt-get remove --purge postgresql-8.4 postgresql-common

On subsequent install:
   apt-get install postgresql-8.4

The last lines should be:
Configuring postgresql.conf to use port 5432...
update-alternatives: using /usr/share/postgresql/8.4/man/man1/postmaster.1.gz 
to provide /usr/share/man/man1/postmaster.1.gz (postmaster.1.gz) in auto mode.
 * Starting PostgreSQL 8.4 database server
