running:
sudo dpkg-divert --rename --remove 
/usr/share/initramfs-tools/plymouth-hook.diverted 

should solve the issue, but you should make sure to remove /usr/share
/initramfs-tools/plymouth and run sudo update-initramfs -u  after apt is
done to make sure your system still boots.
