I'm experiencing this problem too.
The system is an ibook G4 upgraded from dapper(PPC).
I have copied the file "/usr/share/tetex-bin/fmtutil.cnf" to
"/etc/texmf" and renamed it to fmtutil.cnf.ok.
Then I've modified the script "/usr/bin/fmtutil" specifing the full
path of the conf file in the cnf_file variable and commented out a
line that reassign that variable just before testing the presence of
the file.
At this point "dpkg-reconfigure --config -a" gives this output:

Either put this file into the right place or remove the
reference from the configuration file. An automatic way
to disable unavailable map files is to call
updmap-sys --syncwithtrees
For manual editing, call
updmap-sys --edit

By the way I completly removed all the tetex* packages (also
tex-common), remove all the configuration file and I did a fresh
install but the result was the same.
Also I've tried texlive. But the configuration process of
texlive-base-bin has gone in loop running udmap-sys. The CPU usage
went to 100% and top reported sed using almost all the CPU. After 10
minutes I give up and removed all the texlive* packages.
I hope these information are helpfoul to solve the problem. I'm sure
hacking a little more I could get tetex-bin to install, but it would
be nice if the package would be correted.
