This is a "me too".

It is very easy to reproduce this issue. I did it in a virtual machine.
After installing ubuntu-11.04-desktop-i386.iso and adding xfce4 via apt-
get, no ~/.config/menus exists for an xfce user.

After starting alacarte and quitting it immediately by hitting <ESC>,
the directory ~/.config/menus is created with two files: settings.menu
and xfce-applications.menu.

Immediately the xfce applications menu is no longer available exactly as
Andreas described.

I think I found one workaround:

After having started alacarte once, I did:

cp -p /etc/xdg/menus/xfce-applications.menu ~/.config/menus

For the time being every thing seems to work.

I really hope that someone cares about the bug.

P.S.: This does not happen in Xubuntu 11.04. The reason is _very_
simple: Xubuntu does not include alacarte, so there is no chance in
Xubuntu to utilize one of the major features of Xfce 4.8.
