Matthias, you did this merge. It looks like debian/config needs to
preseed the relevant debconf questions if the timezone is already set.
We may need to look at how this interacts with tzsetup in the installer
too, but that can wait until we have more of the Gutsy installer put
together; by that point with any luck Debian will have done it for us.
