I agree, this is a great summary, I would just change it this way

There should be an option to disable the caps-lock by hitting the
shift key once. 

In other words: 
- You hit caps lock: you can only type capitals.
- You hit shift once: all the letters you type are lower case 
- you keep the shit key pressed: all the letters are capital (just for e few 
letters) till you release the shit-key OR
- you hit caps-lock again: all the letters are capital
