In kubuntu feisty fawn:

There is no way to turn off the (annoying) bouncing cursor using
"system-settings".  You have to run kcontrol from the command line,
which is not good. In kcontrol the "lauchfeedback" is located in
"appearance&theme" category.

I guess this bug is similar to 30104, but that guy doesn't mention these
simple settings...
