This was and remains (as of Oneiric on June 1) because gnome-shell uses
traditional systray applets but unity uses ubuntu's  indicators. As a
result, there  is talk that Ubuntu is going to have to rewrite all the
indicators to detect whether Unity or Gnome-shell is running and switch
between indicator and systray behavior.

I've seen inconsistant behavior  in nm-applet from currrent network-
manager-gnome builds, where in  one of my three machines but not the
other two the "noindicator" build will display in Unity and gnome-shell,
the other two it displays only in gnome-shell. The reverse is true of
current Ubuntu builds-one machine shows them either way, the others
follow the expected behavior of displaying the nm-applet only in Unity
for an indicator version, only in gnome-shell for a non-indicator
version.
