It looks like the 3g state may actually be getting set correctly. Just to verify, please run the following: rfkill block 4 rfkill list rfkill unblock 4 rfkill list Wait a few seconds between the block/unblock commands and the list commands. I suspect you'll see that the 3g soft-block appropriately tracks the rfkill commands.
