I'm afflicted by the same bug.  I've reverted to the maverick package for the 
time being.  You can download it here:
http://packages.ubuntu.com/maverick/system-config-printer-kde

Then tell apt to pin it to prevent updating.  To do this, create a file in 
/etc/apt/preferences.d/ called (say) system-config-printer-kde, and put in it:
                                                                                
                                                         
Package:  system-config-printer-kde
Pin:  version 4:4.5.*
Pin-Priority: 900

With free software, at least you have the option of having it fixed even
if you don't know how to fix it yourself!
