I can confirm this bug. Whether or not the systemsettings dev think
this should go in is a different story.
If it were my decision, I would put the "Launch Feedback" option under
Appearance in Systemsettings. That's where the other options that
kcontrol puts under Appearance&Them are located in systemsettings.
