Public bug reported:

Binary package hint: desktop-base

problems started after disabling unity pluggin. Ubuntu or classic or classic
without effects boots; BUT there is no main menu operation available. For
example, clicking on system settings on top right under dropdown menu does not
have any effect.
If terminal is opened, automatically the following report comes up without
doing anything.

Ubuntu-11.04 has turned out to be a total Mess. Kde somehow does not
seem to be too hot an option for Me. I just managed to open synaptic
from Cairodock & installed XFCE, when I got the desktop-base problem.
Looks like I have no choice but to go back to 10.10
