When you start your computer with windows, the touchpad is deactivated ? For me, on HP Envy 17 and HP Mini 210, the touchpad is activated and the led is switch off. The led indicates the state of the touchpad ! Maybe, windows saves the current state of the touchpad and restore it at the next start up.
