Right, confirming. xserver-xorg is the worst offender known to me. Not
really because of malice, but because xorg.conf is very hard to parse in
a config script, but that doesn't change the fact that debconf does not
respect user changes in xorg.conf. For dhcp3, my personal opinion is
written in the bug, but since there is very few policy documentation
about debconf, there is room for some interpretation and discussion of
course.
