If any menu is kept open ( say for example: The System menu, or the File
menu in any application), The scrolling Feature doesn't work in any
applets or softwares

Example: If I open the File menu of Nautilus , keeping that menu open,
and I move my mouse to the files list and scroll, it won't scroll, also
if I scroll the volume control applet, No change in volume happens

checked on Ubuntu 11.04 classic and 10.04 (compiz enabled)
