This also happens with the "Ubuntu minimal server" choice in tasksel.
Notice that Ubuntu server installs with an X server by default, so both the X 
keyboard language and the console keyboard language are affected by this bug.

I grep'ed my /etc for a while and it seems that there is no way of
configuring the console keyboard layout in the vanilla Ubuntu server
installation: Google revealed that the proper way of configuring the
keyboard layout seems to be "dpkg-reconfigure console-common" - the
console-common package is not installed by default on Ubuntu server!

What DOES exist is /etc/default/keyboard, with an entry of
"XKBDLAYOUT=us", which is not what I chose during setup. Changing that
value to "de" did not fix the keyboard layout, obviously because the
value is for X, and we are talking about console here.
