Yes, once it's out, it will be available in the PPA. The problem right now is that the on-disk format (DB schema, storage locations, etc..) have changed, and even though there is a migration script available, I'd like to keep the opportunity open for me to make changes to the schema and locations until 3.0 is out, so that's why I don't encourage people to try it. If you don't care about possibly losing your podcast downloads and database, you can check it out from the "tres" branch of the official gPodder Git repository and try it out already.
