This sure looks to me like a launchpadlib issue. It's pretty deep down
that stack. Reassigning, but feel free to assign back if quickly is
doing something stupid. It's login_with call looks like:

    launchpad = Launchpad.login_with(_('Quickly'),
                                     service_root=SERVICE_ROOT,
                                     allow_access_levels=["WRITE_PRIVATE"])

** Package changed: quickly (Ubuntu) => python-launchpadlib (Ubuntu)

** Summary changed:

- Unable to configure ppa with quickly project
+ ConfigParser.NoOptionError: No option 'consumer_key' in section: '1'

** Also affects: launchpadlib
   Importance: Undecided
       Status: New
