It is the Ubuntu project's policy to not bump major version numbers of
applications  in a specific release. This has many reasons and is not
likely to change soon.

This is especially so in an LTS release such as Lucid where you can only
expect fixes of security issues and bugs.

If you would like to express your opinion, please do so where it is
appropriate, such as Ubuntu Brainstorm or a relevant mailing list.
