I wonder if this might be related to bug 438274? Especially to the comment which Ross Alexander wrote on 2010-12-20: "The reason for this is the gnome-settings-daemon is not working so GTK does not pick up the correct icon theme so it defaults back to hicolor, which does not have icons for "window" or "gtk-missing-icon". These icons exist in the gnome-icon-theme package and in GConf this is the default, and is also in Clearlooks, which is the default for the overall theme."
I currently don't have my laptop available to verify, but I dimly remember seeing some warning(s) or error(s) from the gnome-settings- daemon that I didn't follow up on yet.
