As erqiang has reported in his last comment, this can be reproduced by having 
the "show position of pointer when the control key is pressed" option selected, 
and it does not reproduce without. I am setting this to confirmed, and 
reassigning to gnome-control-center, as that is the component handling the 
mouse preferences.
