This issue is also affecting me. And my config is opposite of the OPs
config:
Primary panel is the panel on my Alienware M15x. Secondary Panel is a
small MAG 17" LCD.
My config has the primary on the left and the secondary on the right
(opposite the OP's config) and in my case, the launcher appears only on
the secondary panel. So the issue seems to be that the launcher only
appears on the secondary display regardless of orientation.

Tool of configuring the NVIDIA graphics driver
and used nvidia-settings to configure my display as mentioned above. I
configured using Twinview.
