Thank you for taking the time to report this bug and helping to make Ubuntu
better.
As you've noticed the same error in the test video also, it is a driver error,
hence the bug is tagged "gstreamer-error". This needs fixing in the kernel,
cheese cannot fix the issue.
In a terminal, Please execute the following command, as it will
automatically gather debugging information :
apport-collect 795306
This will help us to find and resolve the problem. Thanks in advance!
(You could temporarily fix the issue by flipping the image upside using the
Cheese effects from Preferences.)
