This is fixed in qbzr trunk and backported to 0.19 branch. You can get
0.19 branch by running this
bzr co lp:qbzr/0.19 qbzr-0.19; export
BZR_PLUGINS_AT=qbzr@`pwd`/qbzr-0.19
