Thank you for taking the time to report this bug and helping to make Ubuntu better. I cannot reproduce this problem in Ubuntu 11.04 -- what version of Ubuntu/gedit are you using? When I double click on a file with cyrillic letters saved in Windows-1251 it is opened correctly.
